I have the honour to acknowledge the

receipt of your confidential air mail despatch

of 16th July, 1937, regarding the activities of the Hong Kong Eugenics League.

2.

I have been unable to find any

corroboration of the statement that the sale of contraceptives is illegal in South China, and a number of local Chinese (including one barrister who practises in the Canton Courts) deny the

truth of this.

3.

It is known that contraceptives are on

sale without hindrance in chemists' shops in

Canton and the two leading hospitals in that city, the Canton Hospital and the Hackett Memorial

Hospital, have birth-control clinics. Others are known to exist at Peiping and Shanghai.

4.

I am assured that the Hong Kong Eugenics League, though it communicates with the two Canton clinics mentioned, has not in fact conducted any

propaganda outside the Colony.

5.

I enclose for your information two copies

of the League's first Annual Report the opening

sentence of which does in fact mention the
